| 内容記述 | In 2020, Fukui Prefecture formulated the Reinan E-Coast Plan. More than half a century has passed since Fukui Prefecture began to attract nuclear power plants, and the relationship between nuclear power generation and the local community has changed significantly. The form in which the host region accepts nuclear power plants based on the premise of nuclear energy policy as a national policy remains unchanged. At the same time, the relationship between the national and local governments has gradually shifted from a situation in which the national government is strongly in charge to one in which the local community is more independent. In this paper we look back on the half-century-long changes in the relationship between the national and local governments regarding nuclear energy policy. We analyze the Reinan E-Coast Plan, which can be said to be the first full-scale response by host communities since the change in nuclear energy policy following the earthquake disaster and nuclear accident in 2011, in the context of development in the relationship between the national and local governments. It shows that local autonomy has become even stronger than in the previous Energy Research and Development Hub Plan. |
